There is wide agreement that community engagement is important for many research types and settings, often including interaction with ‘representatives’ of communities. There is relatively little published experience of community engagement in international research settings, with available information focusing on Community Advisory Boards or Groups (CAB/CAGs), or variants of these, where CAB/G members often advise researchers on behalf of the communities they represent. In this paper we describe a network of community members (‘KEMRI Community Representatives’, or ‘KCRs’) linked to a (...) large multi-disciplinary research programme on the Kenyan Coast. Unlike many CAB/Gs, the intention with the KCR network has evolved to be for members to represent the geographical areas in which a diverse range of health studies are conducted through being typical of those communities. We draw on routine reports, self-administered questionnaires and interviews to: 1) document how typical KCR members are of the local communities in terms of basic characteristics, and 2) explore KCR's perceptions of their roles, and of the benefits and challenges of undertaking these roles. We conclude that this evolving network is a potentially valuable way of strengthening interactions between a research institution and a local geographic community, through contributing to meeting intrinsic ethical values such as showing respect, and instrumental values such as improving consent processes. However, there are numerous challenges involved. Other ways of interacting with members of local communities, including community leaders, and the most vulnerable groups least likely to be vocal in representative groups, have always been, and remain, essential. This paper examines the role of managerial self-interest in the merger market. It looks at factors influencing managers'' merger decisions by analyzing managerial expense preference factors on cross-sectional data employing non-parametric statistical methods. The same factors are examined for acquiring, acquired, and merging firms, and control groups used in each case. The results support the authors'' contention that managerial discretion is a significant motivating factor for mergers. The changes in expense preference factors indicate management decisions which provide conditions allowing management (...) to indulge in management preferred expenditures, while reducing risk to their career. The authors then provide a moral/philosophic framework of ethical analysis for examining manager''s merger decisions, using teleological and deontological theories. They conclude that merger decisions motivated or influenced by self-interest are unethical and, in the process, provide managers facing a merger decision with a framework for making an ethical decision. This commentary on Plato's Philebus reconciles a close analysis of the text with a new interpretation of the dialogue. In Philebum focuses on the overarching metaphysical and cosmological coherency of the dialogue rather than its ethical import. This interpretation contrasts with the more common segmented philological analysis of this most evocative of Platonic dialogues. Plato's late ontology and theory of an immanent Good portray a very different philosophical terrain than that of the transcendental visions of the Good found in other (...) dialogues. The final chapter of In Philebum, entitled "The Life of the Speculative Philosopher," extends this analysis of the dialogue to contemporary speculative philosophy. Based on Plato's portrayal of a fourfold onto-cosmology and of the Good as measurability, proportionality, and intelligence, In Philebum makes connections between the doctrine of measured order-relations, triadicity, quadratic structure, and self-explanation that figure predominantly in contemporary speculative philosophy. It is intended for a broader audience of readers of Plato as well as for graduate students and commentators on Plato. We argue that developing a human ethics application is an effective method for refining the intent and design of research studies. Our study aimed to investigate the delivery of end-of-life and palliative care nursing to residents of an aged care unit in a Multi-purpose Service/centre in rural Victoria. We used the ethics application process as a strategy to focus the study, and to refine the data collection and analysis techniques. It is our contention that the process of completing the application (...) and gaining ethics approval is laborious; however, the intellectualising that occurs provides researchers with an opportunity to reflect upon and refine their studies, thus ensuring the ultimate success and timely completion of research investigations. We discuss what has been a prominent focus in the debate about comparative effectiveness research, namely that it is justified when “nothing is known” about the comparative effectiveness of the available alternatives. We argue that this focus may be misleading. Rather, we should (...) focus on the fact that some experts believe that the evidence points in favor of one intervention, whereas other experts believe that the evidence favors the alternative. We will then introduce a case that illustrates this point, and based on that, discuss how ERCs should deal with such cases of expert disagreement. We argue that ERCs have a duty to assess the range of expert opinions and based on that assessment arrive at a risk judgment about the study under consideration. We also argue that assessment of expert disagreement is important for the assignment of risk level to a clinical trial: what is the basis for expert opinions, how strong is the evidence appealed to by various experts, and how can clinical trial monitoring affect the possible increased risk of clinical trial participation. African researchers and their collaborators have been making significant contributions to useful research findings and discoveries in Africa. Despite evidence of scientific misconduct even in heavily regulated research environments, there is little documented information that supports prevalence of research misconduct in Africa. Available literature on research misconduct has focused on the developed world, where credible research integrity systems are already in place. Public attention to research misconduct has lately increased, calling for attention to weaknesses in current research policies and regulatory (...) frameworks. Africa needs policies, structural and governance systems that promote responsible conduct of research. To begin to offset this relative lack of documented evidence of research misconduct, contributors working in various research institutions from nine African countries agreed to share their experiences to highlight problems and explore the need to identify strategies to promote research integrity in the African continent. The experiences shared include anecdotal but reliable accounts of previously undocumented research misconduct, including some ‘normal misbehavior’ of frontline staff in those countries. Two broad approaches to foster greater research integrity are proposed including promotion of institutional and individual capacity building to instil a culture of responsible research conduct in existing and upcoming research scientist and developing deterrent and corrective policies to minimize research misconduct and other questionable research practices. By sharing these experiences and through the strategies proposed, the authors hope to limit the level of research misconduct and promote research integrity in Africa. (shrink)

The integrity of biomedical research depends heavily on the quality of research data collected. In turn, data quality depends on processes of data collection, a task undertaken by frontline research staff in many research programmes in Africa and elsewhere. These frontline research staff often have additional responsibilities including translating and communicating research in local languages, seeking informed consent for study participation and maintaining supportive relationships between research institutions and study participants and wider communities. The level of skills that fieldworkers need (...) to undertake these responsibilities clearly affects the quality of data collected, the ethics of research ‘on the ground’ and the short and long term acceptability of research.We organised an international workshop in Kenya in July 2014 to discuss the role of frontline staff in scientific research. A total of 25 field managers from 9 African countries and the UK met for 2.5 days to discuss the relationship between data quality and institutional performance management systems and how they affect career progression and supportive supervision policies of research frontline staff.From this workshop, and supporting an expanding literature on the role of fieldworkers in international health research, participants agreed that fieldworkers’ roles present them with practical and ethical challenges that their routine training does not adequately prepare them for. We argue that the common and complex challenges facing fieldworkers should in part be addressed through increased investment and collaborative agreements across types of research institutions in Africa. We call for standardization of core elements of training for this critically important cadre of research staff who perform similar roles and encounter similar challenges in many African settings. Although many valuable training elements are offered in institutions, there is a need to develop broader, more grounded and innovative strategies to address complex realities for fieldworkers, and support the integrity and ethics of health research in these settings. International health research in malaria-endemic settings may include screening for sickle cell disease, given the relationship between this important genetic condition and resistance to malaria, generating questions about whether and how findings should be disclosed. The literature on disclosing genetic findings in the context of research highlights the role of community consultation in understanding and balancing ethically important issues from participants’ perspectives, including social forms of benefit and harm, and the influence of access to care. Portable MRI (pMRI) technology, which promises to transform brain imaging research by facilitating scanning in new geographic areas and the participation of new, diverse populations, raises many ethical, legal, and societal issues (ELSI). To understand this emerging pMRI ELSI landscape, we surveyed expert stakeholder views on ELSI challenges and solutions associated with pMRI research.

COVID‐19, caused by a novel coronavirus named SARS‐CoV‐2, was identified in December 2019, in Wuhan, China. It was first confirmed in sub‐Saharan Africa in Nigeria on 27 February 2020 and has since spread quickly to all sub‐Saharan African countries, causing more than 111,309 confirmed cases and 2,498 deaths as of 03 June 2020. The lessons learned during the recent Ebola virus disease (EVD) outbreaks in some sub‐Saharan African countries were expected to shape and influence the region’s responses to COVID‐19 pandemic. (...) However, some of the challenges associated with the management of the EVD outbreaks persist and create obstacles for the effective management of the COVID‐19 pandemic. This article describes the commonalities between the EVD epidemics and COVID‐19 pandemic, with a view to draw on lessons learned to effectively tackle the ongoing pandemic. Key successes, failures and lessons learned from previous EVD outbreaks are discussed. Recommendations on how these lessons can be translated to strengthen the COVID‐19 response in sub‐Saharan Africa are provided. (shrink)

The study reported here sought to examine the ethical orientations of business managers and business students in Singapore. Data were obtained using Defining Issue Test. Analysis of Variance revealed that age, education and religious affiliation had influenced cognitive moral development stages of the respondents. Vocation, gender and ethnicity did not seem to have affected moral judgement of the subjects. Contrary to the general view, both business students and business managers demonstrated the same level of sensitivity to ethical dimensions of decision-making. (...) This study sought to understand the effects of tone language repertoire and musical experience on nonnative lexical tone perception and production. Thirty-one participants completed a tone discrimination task, an imitation task, and a musical abilities task. Results showed that a larger tone language repertoire and musical experience both enhanced tone discrimination performance. However, the effects were not additive, as musical experience was associated with tone discrimination performance for single-tone language speakers, but such association was not seen for dual-tone language speakers. (...) Furthermore, among single-tone language speakers, but not among dual-tone language speakers, musical experience and musical aptitude positively correlated with tone discrimination accuracy. It is thus concluded that individuals with varying extents of tone language experience may adopt different strategies when performing tone discrimination tasks; single-tone language speakers may draw on their musical expertise while dual-tone language speakers may rely on their extensive tone language experience instead. This fragment is regularly cited in discussions of Antiphon, but Richard Sorabji has stated that it belongs not to Antiphon the sophist but to a minor peripatetic. He gives no argument in support of this statement,1 (...) but given the potential importance of this fragment both for the views of Antiphon and for early theories of time, we must consider whether or not its attribution is secure.Antiphon or Antiphanes?Fragment 9 in Diels-Kranz is a brief entry from the Placita of Aetius (1.22.6) under the heading, preserved in Stobaeus (1.8.40b):2P, F mrg., PhotiusIn the text of Diels-Kranz, emphasis is used to distinguish the quote or citation proper (νόημα ) from the gloss or clarification that accompanies it (). The distinction seems to me correct: since it is not immediately obvious what it means to regard time as a "concept or measure" (and two thinkers may have done so in different ways), the gloss is an attempt by the compiler to delimit this (shared) view. The delimiting term is relatively late ( with the implied meaning "substance" is not attested before Aristotle and Theophrastus; [End Page 65] cf. LSJ sv III). So if the first thinker cited is Antiphon the sophist, usage confirms that the term was later supplied by the compiler; on the other hand, if we suspend judgment on the identity of Antiphon (or Antiphanes), this late usage does not help to date the view that time is νόημα.This brings us to the attribution of the fragment: was Diels correct in printing? and was he correct in identifying this figure as the Athenian sophist? Taking the first question first, we must consider the possibility that the marginal gloss in F was meant as a correction, and that the lemma assigning the fragment to Antiphanes should be followed. Context, however, clearly indicates otherwise. Under the rubric, the compiler of the Placita3 has assembled the views of various philosophers: Plato, Xenocrates, Hestiaeus of Perinthus, Straton, Epicurus, Critolaus and the Stoics (1.22.1-7). Antiphon the sophist is repeatedly cited in this compilation (2.20.15, 2.28.4, 2.29.3, 3.16.4), whereas Antiphanes the comic poet is never cited at all. The textual confusion arose because this portion of the Placita was extracted by Stobaeus, who also quoted profusely from Antiphanes and other comic poets. To scribes copying Stobaeus, the playwright's name suggested itself more readily than that of the sophist, and the former therefore began to replace the latter.4I have assumed so far (as all editors have done) that the textual variants and entail a choice between Antiphon the sophist and Antiphanes the comic poet. Faced with such a choice, we must choose Antiphon, but Sorabji suggests a third alternative, namely that Antiphon or Antiphanes is a late and obscure peripatetic philosopher. This article looks at Francis Fukuyama’s analysis of Hegel in "The End of History and the Last Man." It argues that Fukuyama’s “Last Man” thesis has been unduly neglected due to the focus on his “End of History” thesis. The “Last Man” (a term borrowed from Nietzsche) is a person who lashes out for attention because they do not receive any special, individual recognition in a society where all seem to get some level of recognition (e.g. having their basic (...) biological needs met by the welfare state, having certain rights, etc.). I argue that Fukuyama’s analysis on this topic has proved prescient. The “Last Man problem” has manifested in various ways across our culture, particularly in the context of the “Alt-Right” movement. However, I argue that Fukuyama has misread and oversimplified Hegel, who can help us to explain this phenomenon. (shrink)
